The Witch's Council
This council acts like the U.S. Senate. Each
Member is of equal rank and political power.
No one member can make a decision for the
whole without it going through council first.
The real purpose for the council is to uphold
the current rules set in place. They also hold
trial of offenders who break the laws in extreme
cases. Such as the using of outlawed magic, or
using it to kill.
